With these goals in mind, Klaipeda Stevedoring Company AB has implemented and certified the Quality Management System according to ISO 9001:2001 standard in the year 2001, which enables the Company to control all processes to the maximum precise extent possible, to respond promptly to any changes, and to continuously ensure high quality of the services. The system facilitates optimizing the Company’s processes and creates conditions for reduction of errors. The Company is becoming more reliable, trustworthy, and more attractive for its partners and customers.

The purpose of the quality management system is to maintain the level of customer satisfaction by applying advanced handling technologies and modern equipment.
Work safety
With the changing requirements of legal acts and regulations, and with the emerging deficit of workforce, employees are stepping up their requirements to employers. This entails restructuring the Company’s internal systems of management by searching for the ways to create and manage working environment both safe and favorable to occupational health of employees. In 2008, the Company, with these objectives in mind, developed and certified the Occupational Safety and Health Management System in accordance with the requirements of the international standard OHSAS 18001. The Occupational Safety and Health Management System makes it possible for the Company to control risk factors to the maximum precise extent, to promptly respond to changes, and to involve employees in the process of improvement of the working environment.

Civil Security
The Company respects, holds in esteem and cherishes the city, which life and maritime business have been interlinked by centennial cultural traditions. As a token of appreciation of this link, we make ongoing investments into environment and human safety facilities, and make every effort to prevent our operations causing any discomfort to the people living in the vicinity of the Company. An information has been published for the public which gives information on the activities and operations going on at the Company, their specific character and possible hazards.
Where KLASCO is situated?
The Company operates stevedoring activities alongside quays 4-18 of the northern section of the Klaipeda State Seaport. The company Krovinių terminalas (Cargo Terminal) UAB is situated northwards from the Company’s territory, and to the south the company Laivitė, AB is established. The eastern part of the Company’s territory borders on the streets Naujoji Uosto, Uosto, Švyturio and Pušyno.
KLASCO Operations
The Company pursues handling of various types of cargo, including agricultural products, bulk and liquid fertilizers, frozen foodstuffs, metal raw-materials, etc.
Cargo is brought on vessels, railroad wagons, and vehicles. Then cargo is discharged into open area storage sites and enclosed/covered warehouses, and containers, or is discharged directly from vessels onto railroad wagons, vehicles or in the opposite procedure. Depending upon characteristics and properties of materials, handling of cargo is carried out either in closed or open procedure.
KLASCO is classified as a higher level hazardous object due to the handling and temporary storage of ammonium nitrate (hazard class 5.1).
AMMONIUM NITRATE (nitrate) is one of the most popular fertilizers, widely used in agriculture around the world. The main active ingredient in the fertilizer, ammonium nitrate, can decompose on contact with sulfur, pyrite, acids, superphosphate, chlorinated lime, powdered metals (especially zinc), releasing oxygen and toxic nitrogen oxides. However, during the production of fertilizers, ammonium nitrate is mixed with inert substances, so according to laboratory tests, in the event of fire or detonation of the fertilizer is practically not expected. According to the effect on the human body, these fertilizers are classified as low-risk substances.
From an environmental point of view, ammonium nitrate fertilizers are classified as non-hazardous pollutants. Practically non-toxic, has no anti-aesthetic effect (unpleasant odor, stickiness, etc.).
KLASCO only loads ammonium nitrate packed in big bags. There is also no storage of this material in the company’s territory, therefore the probability of an accident may occur – the minimum.
How to warn residents in the event of a disaster
KLASCO has developed a scheme for warning employees and residents about an industrial accident, established for the transmission of disaster reports in Klaipėda. persons responsible to the municipality, residents, state institutions.

In the event of an industrial accident, an abundance of electric sirens and loudspeakers for special-purpose vehicles will signal the imminent danger. The proliferation of sirens means the civil protection signal “Attention to all”. When you hear this signal, you need to turn on the local radio station or television and listen to information about the situation and how to proceed.
Emergency personnel and population warning scheme in case of an industrial accident has been developed by KLASCO, also, responsible persons in charge of giving warning and alert notices to the Municipality (local government) of Klaipeda, population and public at large, governmental authorities and institutions have been appointed.
Alarm signal in case of an industrial accident may be given by alarm siren, telephone, wireless network (radio station Laluna), through loudspeakers equipped on special service vehicles.
When receiving emergency alert or warning on the occurrence of an industrial accident through sound communication, population must remain inside and close (still better seal) front and outer doors, windows, air holes and vents; then wait for further information or for the arrival of special services.
If there is suspicion of air pollution, one should protect respiratory organs: put on gauze or cotton wool bandage or water soaked towel on the mouth and nose. In case of contact of chemical substances with skin – wash thoroughly with water and soap, if eyes have been exposed, immediately wash thoroughly with water. Seek medical attention if necessary.
If an instruction (suggestion) to leave home on a temporary basis has been given, one should switch off gas, heating appliances and equipment, and electric power sources.
When leaving the polluted area, one should move windward (upwind) (if the wind blows from the direction other than from the accident area), and only in open spaces by avoiding any hollows, enclosed courtyards, narrow streets, and thickly grown brushwood areas. Do not run, walk at normal speed.

Procedure for providing information on infringements
AB Klaipėdos jūrų krovinių kompanija (hereinafter – the Company) operates an internal channel (pranesk@klasco.lt) through which any person who is or is bound by an employment relationship or a contractual relationship with the Company (consulting, contracting, internships, volunteering, etc.) have the opportunity to report a violation.
Violation – A criminal act, administrative misconduct, misconduct or violation of duty, as well as a serious violation of mandatory professional ethics or any other threat to the public interest which the notifier becomes aware of from his has, or has had, an employment or contractual relationship with that body.
Information on violations shall be provided in relation to:
- danger to public safety or health, to the life or health of a person;
environmental hazards; - obstruction or undue influence on law enforcement investigations or the administration of justice;
financing of illegal activities; - illegal or non-transparent use of public funds or property;
- illegally acquired property;
- concealment of the consequences of the committed violation, obstruction of determining the extent of the consequences;
- other violations.
The person providing information on the violation does not have to be fully convinced of the veracity of the reported facts, nor is he obliged to assess whether the reported violation corresponds to the elements of criminal offenses or other offenses as defined by law.
Persons may submit information about the violation in the Company in one of the following ways:
- by e-mail pranesk@klasco.lt, administered by the responsible person;
- by registered mail J.Zauerveino str. 18, 92122 Klaipėda, addressing the letter to the responsible person;
- personally to the responsible person.
The person who has submitted information on the violation shall be informed about the adopted decision in writing within 5 working days after receipt of the information in the Company. Confidentiality is guaranteed regardless of the information received on the infringement.
The person shall report the violation by completing a violation notice in the prescribed form or a free-form notice containing the following information:
- who, when, in what way and what violation has been, is being or is about to be committed,
- the date and circumstances of learning of the infringement,
- name, surname, personal identification code, contact details, identity documents of the person submitting the notification,
- where possible, any available documents, data or information revealing signs of a possible violation, that the information is provided in accordance with the Law on the Protection of Informant.
