Business competition in the Baltic Sea region is placing ever-higher demands on service quality. The ISO 9001 quality management system implemented by the company in 2001 is a key factor in its continued success.
The goal of the Quality Management System is to maintain a high level of customer satisfaction by utilizing advanced cargo handling technologies and modern equipment.
KLASCO activities
The company handles the loading and unloading of various types of cargo: agricultural products, bulk and liquid fertilizers, frozen food products, metal billets, and more.
Cargo is delivered by ship, railcar, and truck. They are unloaded into open and covered warehouses or storage facilities, or loaded directly from ships onto railcars or trucks, or vice versa. Depending on the properties of the materials, handling is carried out using closed or open methods.
The company’s operations are certified in accordance with the ISO 9001 quality management system standard, the ISO 14001 environmental management system standard, and the ISO 45001:2018 occupational health and safety management system standard.

Work safety
In order to create a safe and healthy work environment for its employees, the company has developed and certified an occupational health and safety management system in accordance with the requirements of the international standard ISO 45001. This system enables the most precise management of risk factors.

Valuing this connection, we continuously invest in environmental and safety measures and strive to ensure that our operations do not cause inconvenience to the residents of Klaipėda living nearby.
This information has been prepared in accordance with the Procedure for the Prevention, Response, and Investigation of Major Industrial Accidents, as well as the Procedure for Establishing the List of Hazardous Substances and Mixtures, Determining Their Qualifying Quantities, and the Procedure for Classifying Substances, Mixtures, or Preparations at Hazardous Facilities as Hazardous Substances, and the criteria for classifying such substances, mixtures, or preparations as hazardous substances, approved by Resolution No. 966 of the Government of the Republic of Lithuania on August 17, 2004 (hereinafter referred to as the Regulations). In accordance with the Regulations, Klaipeda Stevedoring Company is classified, based on the current quantities of hazardous substances, as a higher-level hazardous facility subject to the requirements of the Regulations. A Safety Report for the Hazardous Facility has been submitted to the Fire and Rescue Department under the Ministry of the Interior.

In the northern part of the Klaipėda State Seaport, the company handles cargo at berths 4–18.
To the north of the company’s territory lies UAB “Krovinių terminalas,” and to the south—BUAB “Memelio miestas.” The eastern part of the company’s territory borders Naujoji Uosto, Uosto, Švyturio, and Pušyno streets.
KLASCO is classified as a high-risk facility due to the transshipment and temporary storage of ammonium nitrate (Hazard Class 5.1).
AMMONIUM NITRATE (saltpeter) is one of the most popular fertilizers, widely used in agriculture around the world.
The main active ingredient in fertilizers—ammonium nitrate—reacts with pyrite, acids, superphosphate, calcium hypochlorite, and powdered metals (especially zinc), decomposing to release oxygen and toxic nitrogen oxides, and may explode. However, during fertilizer production, ammonium nitrate is mixed with inert materials; therefore, based on laboratory tests, an explosion, fire, or detonation of the fertilizer is practically not expected. In terms of their effect on the human body, these fertilizers are classified as low-hazard substances.
From an environmental perspective, ammonium nitrate fertilizers are classified as non-hazardous pollutants. The product and its runoff, if released into water, cannot bioaccumulate or cause disease in aquatic organisms. It is practically non-toxic and has no unpleasant effects (such as an unpleasant odor, stickiness, etc.).
KLASCO handles only ammonium nitrate packed in big bags. Furthermore, this material is not stored on the company’s premises, so the likelihood of an accident occurring is minimal.

KLASCO has developed a plan for alerting employees and residents about industrial accidents, and has designated the individuals responsible for transmitting accident reports to the Klaipėda City Municipality, residents, and state institutions.
In the event of an accident, taking into account the potential danger zone, KLASCO will notify the Director of the Klaipėda City Municipality Administration by telephone.
KLASCO employees, employees of other companies present on the KLASCO premises, and residents of nearby homes will be informed in accordance with the established information dissemination plan, using audible sirens and public address systems.
Notification of nearby residents is carried out in accordance with the external emergency plan for the Klaipeda Stevedoring Company Cargo Terminal, approved by the Director of the Klaipėda City Municipality Administration, which is available on the Klaipėda City website:
The following information will be provided regarding the accident:
- circumstances of the accident (location, time, causes);
- hazardous substances released into the environment and their quantities;
- potential risks to human health and the environment, the projected area of the accident’s spread, and possible consequences;
- explanations of what residents and operators of nearby facilities should do and how to respond.
Residents must follow all instructions and requirements issued by emergency response services, government oversight and regulatory agencies, and civil protection specialists.
When instructed to stay indoors, it is essential to seal exterior doors, balcony doors, windows, skylights, and ventilation openings. While awaiting further information, protect your respiratory system: cover your mouth and nose with a damp cotton-gauze bandage or a wet towel. Tune in to a local radio station and wait for further instructions.
If instructed (advised) to evacuate temporarily, turn off all power sources, shut off the gas and water valves, and extinguish any fires. Leave the contaminated area by walking perpendicular to the wind direction (so the wind blows to the side), only in open areas; avoid hollows, enclosed courtyards, narrow streets, and areas with dense shrubbery, and do not run.
Depending on the scale of the emergency and the danger to residents, a decision may be made to evacuate residents. In that case, residents must strictly follow the instructions of emergency services and evacuation organizers.

Compliance of the implemented technical, organizational, and administrative measures with the requirements of the Regulations, The inspection of the cargo terminal of AB “Klaipėdos jūrų krovinių kompanija” as a higher-level hazardous facility is carried out at least once every 12 months by the competent authority and state supervisory and control authorities in accordance with the approved inspection schedule.

Procedure for providing information on infringements
Klaipeda Stevedoring Company (hereinafter – the Company) operates an internal channel (pranesk@klasco.lt) through which any person who is or is bound by an employment relationship or a contractual relationship with the Company (consulting, contracting, internships, volunteering, etc.) have the opportunity to report a violation.
Violation – a criminal act, administrative misconduct, misconduct or violation of duty, as well as a serious violation of mandatory professional ethics or any other threat to the public interest which the notifier becomes aware of from his has, or has had, an employment or contractual relationship with that body.
Information on violations shall be provided in relation to:
- danger to public safety or health, to the life or health of a person;
environmental hazards; - obstruction or undue influence on law enforcement investigations or the administration of justice;
financing of illegal activities; - illegal or non-transparent use of public funds or property;
- illegally acquired property;
- concealment of the consequences of the committed violation, obstruction of determining the extent of the consequences;
- other violations.
The person providing information on the violation does not have to be fully convinced of the veracity of the reported facts, nor is he obliged to assess whether the reported violation corresponds to the elements of criminal offenses or other offenses as defined by law.
Persons may submit information about the violation in the Company in one of the following ways:
- by e-mail pranesk@klasco.lt, administered by the responsible person;
- by registered mail J.Zauerveino str. 18, 92122 Klaipėda, addressing the letter to the responsible person;
- personally to the responsible person.
The person who has submitted information on the violation shall be informed about the adopted decision in writing within 5 working days after receipt of the information in the Company. Confidentiality is guaranteed regardless of the information received on the infringement.
The person shall report the violation by completing a violation notice in the prescribed form or a free-form notice containing the following information:
- who, when, in what way and what violation has been, is being or is about to be committed,
- the date and circumstances of learning of the infringement,
- name, surname, personal identification code, contact details, identity documents of the person submitting the notification,
- where possible, any available documents, data or information revealing signs of a possible violation, that the information is provided in accordance with the Law on the Protection of Informant.
